I would like to purchase a M16A1 Upper, I was wondering if I need a gun license for that in CZ?

I think I read below that you need a license for the lower receiver, but I was wondering if the upper is fair game?

Yes you do, you also need a purchase permit on top of that and you have to register it after the purchase as if it was a whole gun.
